Here’s one way that your spouse can work in Canada.(Spousal Open work permit))

If you are a student in Canada, your spouse is eligible to apply for an open work permit. 

For your spouse to be eligible, the following conditions must be met;

1. You must have a valid study permit.
2. You must be a full-time student at one of these types of institutions;
   1. A public post-secondary school(eg.college/university or CEGEP in Quebec )
   2. A private college-level school in Quebec.
   3. A Canadian legally approved private school that can award degrees under provincial law. (eg.Masters/ Bachelors or Doctorates degree.)

Your spouses’ open work permit will be valid for the same amount of time as is your study permit.
